Is a shirt and t shirt combination warm enough in winter or is a cardi/jumper necessary? - winter jumpers

My daughter is struggling with clothes with sensory Asperger syndrome is, you can not have a good feeling in your body and even give some axiety cause rashes.
She pulls T-shirts or shirts in the summer, but of course must be layers in the winter. Do you know if is a shirt with the T-shirt underneath that enough? With global warming gets colder.
